Job Summary
As the Manager – Costing & Budgeting (MEP), you will oversee end-to-end cost estimation, budgeting, billing, and commercial management of Mechanical, Electrical, and Plumbing (MEP) works for large-scale residential high-rise projects. Your role will be vital in both the pre-contract and post-contract phases, ensuring financial accuracy, cost control, and value engineering while collaborating closely with various internal and external stakeholders.
Responsibilities
Pre-Contract / Design Stage
- Prepare cost estimates, budget cost plans, and quantity take-offs during different design stages (TDD, Concept, Schematic, Tender, GFC).
- Collaborate with design, engineering, and consultant teams to review drawings and propose cost-effective alternatives or Value Engineering (VE) options.
- Conduct rate analysis and market surveys for materials, labor, and subcontractor pricing.
- Prepare detailed Bills of Quantities (BOQs) or trade-wise breakups for MEP scope.
- Identify and plan for potential cost risks and contingencies.
- Create itemized budgets for all relevant items.
- Support the Contract team with timely BOQ submissions and manage technical bid discussions.
Post-Contract / Execution Stage
- Monitor actual costs against budgets; prepare monthly cost reports, forecasts, and variance analysis.
- Administer and document change orders/variations: evaluate cost and time impacts, negotiate with stakeholders, and ensure necessary approvals.
- Generate Cost-to-Complete (CTC) forecasts.
- Support procurement by evaluating vendor quotes, conducting negotiations, and finalizing contracts from a cost perspective.
- Ensure measurement verification, perform cost checks, and adhere to budgeted targets.
- Drive cost optimization and value engineering phases during execution.
Billing & Final Accounts
- Validate contractor claims and review supporting documentation.
- Finalize MEP scope accounts, including settlement, back charges, and retention release.
- Ensure audit readiness and compliance with internal financial controls.
Team & Stakeholder Management
- Lead and mentor a team of cost/billing engineers and Quantity Surveying (QS) professionals.
- Coordinate with project teams including design, procurement, execution, planning, contracts, and finance.
- Ensure compliance with policies, maintain contractual discipline, and prepare for audits.
Qualifications

Education:
- Bachelor’s Degree in Mechanical/Electrical Engineering (B.Tech/BE).
- Preferred: MBA/PGDM or a postgraduate qualification from NICMAR, RICS, or similar institutions.

Experience:
- 12–15 years in Costing, Commercial, or Quantity Surveying roles.
- Minimum 7–8 years in the real estate sector, specifically in residential high-rise/group housing projects.
- Strong hands-on experience in both pre-contract and post-contract phases.

Technical Proficiency:
- MS Excel (Advanced), Financial Modelling.
- AutoCAD, CostX, or similar takeoff/costing tools.
- ERP Systems (SAP or equivalent).
