Job Summary

The Costing & Budgeting - Civil role is primarily responsible for preparing budget estimates at various project phases and ensuring accurate cost management to align actual outcomes with predicted costs. It involves analyzing estimates, managing risk, and continuously seeking improvements through best practices in cost estimating.

Responsibilities

  • Prepare and analyze project estimates throughout different phases of the project life cycle.
  • Collaborate closely with the estimating manager to establish and adhere to budget standards.
  • Conduct detailed quantity take-offs for the preparation of Bill of Quantities and Bill of Materials.
  • Prepare detailed estimates for tender packages with comprehensive rate analysis based on current market rates.
  • Assess costs for all project activities and review all estimates prior to submission.
  • Participate in project risk reviews and collaborate with stakeholders to develop risk management strategies and contingency estimates.
  • Support the Project in Charge in developing the project procurement strategy.
  • Liaise with external consultants and various stakeholders to specify and quantify tender packages for projects.
  • Maintain all working documents and data organized by cost work breakdown structure.
  • Develop and improve estimation best practices and procedures to ensure consistent deliverables.
  • Participate in the lessons learned process and implement changes to enhance project success.
  • Incorporate historical data from orders and vendor productivity analysis into estimates.

Qualifications

  • Engineering Graduate (BEng/BSc in relevant field).
  • 7 to 8 years of relevant experience in civil structures and finishes works.
  • 5 to 6 years of experience specifically in cost estimation and budgeting.
  • Comprehensive knowledge of quantity surveying, costing, contract management, and budget preparation.
  • Awareness of design principles and extensive experience with leading real estate developers or EPC organizations.
  • Proficiency in MS Office and AutoCAD.
  • Strong communication and presentation skills.
  • High quantitative aptitude.

Preferred Skills

  • Knowledge of civil, finishes, landscaping works, and relevant materials used in real estate and infrastructure projects.
  • Advanced computer skills, particularly in Excel applications and estimation tools.
  • Understanding of current market best practices related to pricing and items.

Experience

  • A minimum of 7 to 8 years of relevant experience in civil structure and finishes works, with specific focus on 5 to 6 years in cost estimation and budgeting.
