Job Summary
We are seeking a highly skilled and motivated professional to join the Communications & Government Affairs (CGA) team as a Manager specializing in Pharmaceutical Pricing Policy and Advocacy. The ideal candidate will have an in-depth understanding of the National Pharmaceutical Pricing Policy, the Drug Price Control Order (DPCO), and their implementation to ensure full compliance and protect the company from violations. This individual will also engage with industry associations, government departments, and ministries to advocate on behalf of the company, while maintaining a keen understanding of vaccine policies and their implications for the business.
Responsibilities

Strategic Planning:
- Contribute to the development and execution of the company’s strategy for pricing, regulatory, intellectual property, reimbursement, and procurement policies.
- Prepare reports and presentations for senior leadership on regulatory updates, pricing trends, and advocacy efforts.
- Maintain a robust map of external stakeholders to engage for partnerships and policy advocacy.

Compliance with Drug Price Regulations (DPCO 2013) & Risk Management:
- Be conversant with National Pharmaceutical Pricing Policy and Drug Price Control Orders (DPCOs), including DPCO 2013, and have a clear understanding of various DPCO provisions.
- Monitor and ensure compliance with the DPCOs.
- Analyze government orders and prepare summaries on their likely impact on the company.
- Identify potential risks and implement strategies for mitigation and corrective actions for future-proofing.
- Handle matters related to product discontinuation, price revisions, and special price applications for innovative solutions as per DPCO provisions.
- Examine Over Charging cases and respond to regulators according to DPCO provisions.
- Possess a comprehensive understanding of the National List of Essential Medicines, its formation, and enforcement.
- Understand databases, primarily the Intellectual Property Database Management System (IPDMS) and Pharmatrac, and handle filings in IPDMS.
- Undertake examinations of cases, tender-related work, and other tasks assigned by the competent authority.
- Represent the industry and organization's position with the Government on revisions of the DPCO and Pricing Policy.

Policy Advocacy:
- Represent the company in industry associations and forums to advocate for favorable policy changes.
- Drive coherent policy strategy across commercial and other divisions at both Central and State levels.
- Build strong relationships with key stakeholders, including government departments, ministries, and regulatory bodies.
- Collaborate with cross-functional teams to develop position papers and policy proposals.
- Stay updated on legislative and regulatory developments affecting the pharmaceutical industry.
- Have comprehensive knowledge of government policy development, enactment, and implementation particularly in the pharmaceutical and healthcare sector in India.

Vaccine Policy Expertise:
- Develop and maintain a comprehensive understanding of vaccine policies and immunization programs.
- Provide strategic insights to the business on vaccine-related regulations and market trends.
- Collaborate with the vaccine business unit to ensure compliance and identify opportunities for growth.
Qualifications

Educational Qualifications:
- Bachelor’s degree in Pharmacy, Law, Life Sciences, Business Administration, Public Policy, or a related field. Experience in Pharmaceutical and Pricing Regulation is preferred.

- In-depth knowledge of the National Pharmaceutical Pricing Policy and DPCO.
- Proven experience engaging with government departments, ministries, and industry associations.
- Strong analytical skills with the ability to assess policy and regulatory changes and their business impact.
- Excellent communication, negotiation, and interpersonal skills.
- Ability to work collaboratively across functions and manage multiple priorities under tight deadlines.
