Job Summary
The primary purpose of the Costing & Budgeting role is to prepare budgets and estimations according to the defined scope at various project lifecycle phases. This position aims to establish a comprehensive budget while ensuring cost control to maximize the likelihood of actual costs aligning with the predictions. The role also emphasizes continuous development and adherence to best practices in cost estimating.
Responsibilities
- Prepare project estimates at various project lifecycle phases, ensuring compliance with estimating standards.
- Analyze detailed estimates, including area and quantity coefficients and rates (Attribution Analysis).
- Prepare quantity take-offs for the Bill of Quantities and Bill of Materials.
- Develop detailed estimates for tender packages, including proper rate analysis based on current market rates.
- Conduct assessment and review of costs for all project activities and confirm all estimates before submission.
- Participate in project risk reviews, collaborating with stakeholders to develop strategies for risk mitigation and opportunity maximization in contingency estimates.
- Support the Project in Charge with developing procurement strategies, liaising with external consultants, and collaborating with stakeholders regarding quantity and specifications for tender packages.
- Maintain organized records to back up estimates, structured by cost work breakdown.
- Ensure comprehensive understanding and application of direct and indirect costs in estimates.
- Drive continuous improvement through best practices and lessons learned processes.
Qualifications
- Education: Bachelor's degree in Engineering.
- Experience: 7 to 8 years of relevant experience in civil structures and finishes, specifically in cost estimation and budgeting.
- Skills:
- Comprehensive knowledge of quantity surveying, estimation, costing, contract management, and budget preparation.
- Familiarity with civil, finishing, landscaping works, and materials used in real estate and infrastructure projects.
- Awareness of design principles.
- Proficiency in MS Office and AutoCAD.
- Strong quantitative aptitude and analytical abilities.
Preferred Skills
- Advanced Excel skills and familiarity with estimation tools.
- Knowledge of the latest industry best practices related to item pricing.
- Excellent communication and presentation skills.
- Ability to work effectively in ambiguous and dynamic environments.
Experience
- Minimum of 7 to 8 years of experience in civil structure and finishes works, with a focus on cost estimation and budgeting.
- Extensive experience with leading real estate developers or EPC organizations.
