Business Development Executive – CGHS & EGHS (Government & Institutional Empanelment)
Company Overview
The Sight Avenue is a leading, internationally accredited (AACI) specialist eye hospital group in Delhi NCR, offering LASIK/SMILE/ICL, cataract, cornea & keratoconus, retina, glaucoma, squint, oculoplasty, and pediatric eye care across its Greater Kailash (Delhi) and Gurgaon centers. The hospital is expanding empanelment and beneficiary outreach under Government and semi-government health schemes (CGHS, EGHS/ECHS) to serve a wider base of eligible patients across NCR.
Job Summary
The Business Development Executive will focus on managing empanelment and relationship building with government health schemes such as CGHS and EGHS. This role intends to enhance patient access to eye care services and contribute to the overall mission of The Sight Avenue by expanding its reach in the healthcare sector.
Responsibilities

Empanelment Management
- Manage end-to-end empanelment/renewal process with CGHS, ECHS/EGHS, and other government/PSU health scheme authorities for the hospital's eye care services.
- Liaise with CGHS wellness centres, ECHS polyclinics, and relevant government departments in NCR for documentation, approvals, rate contracts, and compliance requirements.
- Ensure the hospital's empanelment status, package rates, and service list stay updated and compliant with the latest CGHS/ECHS circulars and guidelines.

Relationship Building with Scheme Stakeholders
- Build and maintain strong working relationships with CGHS Wellness Centre medical officers, ECHS polyclinic directors, and administrative staff across Delhi/Gurgaon/Noida/Faridabad.
- Conduct regular visits to CGHS wellness centres and ECHS polyclinics to sensitize doctors/staff about The Sight Avenue's services, specialists, and referral process.
- Act as a single point of contact for scheme beneficiaries and referring doctors for queries, approvals, and escalations.

Referral Generation & Patient Facilitation
- Drive patient referrals from CGHS/ECHS centres for consultations, diagnostics, and surgeries (cataract, LASIK, retina, glaucoma, etc.).
- Coordinate with the hospital's insurance/TPA desk to ensure smooth referral letter processing, pre-authorization, and claim documentation for CGHS/ECHS patients.
- Monitor and resolve bottlenecks in the patient journey from referral to treatment completion.

Compliance & Documentation
- Ensure timely submission of empanelment renewal documents, package rate revisions, and audit/inspection requirements.
- Maintain accurate records of Memorandums of Understanding (MoUs), correspondence, and approvals with scheme authorities.
- Coordinate with the hospital's billing/finance team for accurate CGHS/ECHS billing as per approved package rates.

Reporting & Target Ownership
- Track and report referral volumes, conversions, and revenue generated from CGHS/ECHS channels across NCR centers.
- Maintain a tracker of all CGHS wellness centres and ECHS polyclinics mapped in NCR (visited, empanelment status, referral activity).
- Share periodic Management Information System (MIS) reports with leadership on scheme-wise performance and identify new empanelment/expansion opportunities (e.g., additional CGHS wellness centres, new ECHS polyclinics).
Qualifications

Experience:
- 2–5 years in healthcare business development or institutional sales, with prior exposure to CGHS/ECHS/government scheme empanelment and liaison strongly preferred. A background in a hospital, diagnostic chain, or healthcare Third Party Administrator (TPA) is ideal.

Education:
- Graduate in any discipline; MBA/PG in Healthcare Management or Hospital Administration preferred.

Skills:
- Working knowledge of CGHS/ECHS empanelment processes, package rates, and documentation requirements.
- Strong liaison and relationship-management skills with government/semi-government stakeholders.
- Good understanding of insurance/TPA referral and claims workflow.
- Excellent communication, follow-up discipline, and process orientation.
- Proficiency in MS Excel/CRM for tracking referrals and empanelment status.
Preferred Skills
- Willingness to travel extensively across NCR (Delhi, Gurgaon, Noida, Faridabad) to CGHS/ECHS centres; owning a vehicle is preferred.
Experience
- 2–5 years in a relevant field, particularly in healthcare business development or institutional sales.
Environment
- The position is primarily based in the NCR region (Delhi, Gurgaon) with frequent travel required across the area to various health scheme centres.
